For software, DOTDriverFiles starts free with per-report pricing, and Fleetive (that’s us) is $29–$179 a month by fleet size with settlements included. FileFlo adds a paid setup service. For a service, Foley and J. J. Keller handle files, screening and testing by quote; for constant hiring, Tenstreet.

The nine options, honestly
What each is, where it genuinely beats the others — including where it beats us — and what choosing it costs you.
Fleetive
Our product- Pricing:
- $29 (1–2 trucks) / $69 (3–7) / $99 (8–15) / $179 (16–25) per month — not per driver; annual billing two months free; 26+ trucks custom. Every plan includes DQF tracking.
Fleetive keeps a driver qualification file per driver against a checklist of eleven required documents — CDL, medical card, MVR, employment application, road test certificate, annual review of the driving record, previous-employer verification, Clearinghouse pre-employment result and annual query, release authorization, and drug and alcohol test — plus the lease agreement for owner-operators. It flags what is missing and alerts you before a dated document expires. New drivers fill in the FMCSA employment application on their phone, and drivers upload their own documents from a mobile portal.
Where it wins: flat pricing that does not grow per driver, and the rest of the small-carrier back office — fleet records, documents and driver settlements — in the same app.
Where it does not: Fleetive tracks documents; it does not order MVRs, PSP reports or Clearinghouse queries for you, and it does not run a drug and alcohol consortium. You obtain those and upload the results. If you want screening ordered from inside the tool, the services below do that.
DOTDriverFiles
- Pricing:
- Free plan at $0/year with reports paid per use (MVR from $12.95, PSP $19.99). Pro is $50 per driver per year ($5 per driver per month); Pro+ is $50 per driver plus $20 per vehicle per year; Enterprise custom. No setup fees.
DOTDriverFiles focuses on driver files: license and medical expiry tracking with email and SMS alerts, e-signature, a compliance dashboard, audit-ready downloads and license scanning, with MVR and PSP reports ordered per use.
Where it wins: the only genuinely free starting tier on this list, and screening reports ordered from inside the tool.
Where it costs you: pricing is per driver (and per vehicle on Pro+), so it rises with every hire.
FileFlo
- Pricing:
- Core (up to 15 trucks) $199/month or $1,990/year; Fleet (16–50 trucks) $399/month or $3,990/year; 51+ custom. Audit-Ready Setup $499 one time (includes the first 30 days). Further add-ons priced separately.
FileFlo tracks driver qualification files and vehicle files, sends text and email reminders, builds audit packets and syncs FMCSA records. A one-time setup service organizes existing records for you.
Where it wins: the setup service. If your files are in a cabinet and an audit letter is on the desk, paying someone to impose order is a real product.
Where it costs you: $199 a month for up to 15 trucks is about twice Fleetive’s price at 8–15 trucks, and it stops at documents — no driver settlements.
CDL PowerSuite
- Pricing:
- Driver Qualification Plan 01 (up to 40 drivers) $235/month flat; Plan 02 (DQ plus driver proficiency) $555/month flat. Separate CDL-school plans.
CDL PowerSuite offers audit-ready DQ files with expiration alerts and audit reports, plus driver proficiency and entry-level driver training tools.
Where it wins: a flat price that covers up to 40 drivers, which suits a fleet with many drivers per truck, and training tools in the same product.
Where it costs you: $235 a month is a lot for a 3- or 5-truck carrier, and settlements are not part of it.
CDL Suite
- Pricing:
- Starting at $199.95/month for the Basic plan (application, consent forms, applicant tracking); DQ Files “can be added to any plan level” at a price not published. Month-to-month, no signup or termination fees.
CDL Suite combines an electronic driver application and DOT consent forms with DQ Files that organize required documents and track expirations, and runs MVRs and PSPs from the same interface.
Where it wins: the driver application, consent forms and the file in one place.
Where it costs you: the $199.95 starting price is nearly seven times Fleetive’s 1–2 truck plan before the DQ Files add-on, whose price is not published.
J. J. Keller (Encompass)
- Pricing:
- No price on the Encompass page or the DQ File Management Service page — both route to sales.
Encompass covers DQ checklists for renewable items with monitoring and tracking, MVR monitoring, applicant tracking, hours-of-service auditing and drug and alcohol programs, for fleets from 1 to 3,000 drivers. A separate service will centralize and maintain your DQ files for you.
Where it wins: regulatory depth, and the option to outsource DQ file maintenance entirely.
Where it costs you: no published pricing, and a platform shaped for larger fleets than most 5-truck carriers.
Foley
- Pricing:
- Essential, Professional and Power plans with no published prices.
Foley pairs DQ file software with DOT drug and alcohol testing at its collection-site network, Clearinghouse queries, MVR and CSA monitoring and background checks.
Where it wins: if you want screening and testing done for you, Foley does work no document tracker does.
Where it costs you: no published pricing, and recurring service fees on top of the software.
Tenstreet
- Pricing:
- Pricing depends on products, services and fleet size; an annual contract does not have to be signed. No dollar amounts published.
Tenstreet’s IntelliApp application, recruiting and onboarding tools and employment verifications feed into DQF document management.
Where it wins: high-volume hiring. If your bottleneck is processing applicants, it beats a file tracker decisively.
Where it costs you: a recruiting platform priced by quote is more than a carrier hiring a few drivers a year needs.
Avatar Fleet
- Pricing:
- Its pricing calculator showed $450/month for up to 19 active drivers on 1 October 2026, with larger bands above; MVRs, PSP, Clearinghouse, CSA monitoring and other services are paid add-ons.
Avatar Fleet combines recruiting with a DOT compliance dashboard, DQ file maintenance, renewal alerts and a large set of integrations.
Where it wins: recruiting and file upkeep in one product with many integrations.
Where it costs you: $450 a month for up to 19 drivers before add-ons is a lot for a small carrier that hires a few drivers a year.
Per driver, flat, or a service?
DQF tools are priced three ways. Per driver (DOTDriverFiles, Avatar Fleet) is cheap with few drivers and grows with every hire. Flat by fleet size (Fleetive, FileFlo, CDL PowerSuite) costs the same whether a truck has one driver or two. Services (Foley, J. J. Keller) cost more because people do the work — screening, testing, monitoring — not just the software.
Whatever you choose, the file has to hold what 49 CFR 391.51 requires and be kept for the driver’s employment plus three years. Build your checklist with the free DQF checklist generator, read the DQF requirements guide, and check retention periods in how long to keep DOT records. How we compared these
- 1. Disclosure first: Fleetive is one of the products on this list. Our row is marked, every competitor gets a use case where it beats us, and we state what Fleetive does not do.

Choosing DQF software
What is the best driver qualification file software for a small trucking company?
For a small carrier that wants to keep the files itself, look for flat or low pricing, expiration alerts and drivers uploading their own documents. DOTDriverFiles has a free starting tier with per-report pricing; Fleetive is $29–$179 a month by fleet size, not per driver, and includes settlements. To hand the work to a service, Foley and J. J. Keller manage files and screening for you.
Is there free DQF software?
DOTDriverFiles publishes a free plan at $0 a year with MVR and PSP reports paid per use. Fleetive’s free DQF checklist generator builds a driver file checklist for your operation without an account, and its 14-day trial needs no card.
What has to be in a driver qualification file?
Under 49 CFR 391.51(b) the file includes the driver’s employment application, the motor vehicle record from each state that licensed the driver, the road test certificate or an accepted equivalent, the annual motor vehicle record and the note of its annual review, and the medical examiner’s certificate, among other items. Our DQF guide walks through each one.
Does DQF software order MVRs and Clearinghouse queries?
Some does. DOTDriverFiles orders MVR and PSP reports per use, and Foley and J. J. Keller include MVR monitoring. Fleetive does not order reports — it tracks the documents you obtain and alerts you before they expire.
How long do I keep a driver qualification file?
For as long as the driver works for you and three years after they leave (49 CFR 391.51(c)). Some items, such as the annual MVR and review, can be removed three years after they were made. Our record-retention guide covers every DOT record.
