Keep your dispatch. Get settlements and DOT files — the Toro TMS alternative.
Toro is a TMS built for bulk haulers: dispatch to the driver’s phone, invoices from scale tickets, IFTA from ELD miles. If you want all of that, Toro is the right buy. If what you actually need is accurate driver settlements and audit-ready driver files — without moving dispatch to a new system — that is what Fleetive does, from $29 a month.

Why carriers switch from Toro TMS to Fleetive
Toro is a bulk-haul dispatch system; Fleetive is the settlements and DOT-files back office that works whatever you dispatch with.
A full driver qualification file and FMCSA safety view, not just CDL and medical-card reminders.
A price on the page — $29 to $179 a month — and a 14-day trial with no card, instead of a demo first.
Toro TMS doesn’t publish a price. Ask their sales rep:
- What is the monthly price for my number of trucks, and how does it change as I add trucks?
- Is the in-person implementation included in that price?
- Can you show a driver settlement for my exact pay structure in the demo?
- Do you keep the full driver qualification file — application, MVRs, annual review, Clearinghouse — or only CDLs and medical cards?
- Month-to-month: what notice do you need to cancel?
Fleetive’s answer, for comparison: $29 / $69 / $99 / $179 a month by fleet size, every feature on every plan, 14-day trial with no card.

Two different buys: a bulk-haul TMS, or a back office that leaves dispatch alone
An honest look at Toro TMS vs. Fleetive for an owner-operator or small carrier.
Toro is honest about who it is for: “the TMS for bulk haulers.” Drag to build a load, send it to the driver’s phone with no app to install, and turn the scale tickets and BOLs the driver uploads into an invoice. It calculates IFTA from fuel transactions and ELD miles, tracks maintenance intervals, pushes invoices to QuickBooks, and calculates driver pay per mile, hourly, by percentage or as a mix. It also stores CDLs and medical cards with notifications as they near expiry.
What a dump-truck or aggregate operation gets from Toro is a dispatch system shaped around hauls, with in-person implementation at your office. What it does not list on its site is a full driver qualification file — application, MVR, annual review, Clearinghouse queries — or FMCSA safety-score monitoring, and it publishes no price.
Fleetive is the other half. It does not dispatch, invoice or calculate IFTA. It keeps each driver’s qualification file against an eleven-document checklist, watches every expiry, shows your FMCSA safety picture, and turns each driver’s pay contract into an itemized settlement — at a price on the page. If your dispatch already works, Fleetive adds the compliance and pay side without replacing it.
How bulk haulers pay drivers — and which pay each tool handles
Aggregate, dump and other bulk operations rarely pay the way a long-haul van fleet does. A short-haul gravel run may pay the driver a flat amount per load; a longer bulk move may pay a percentage of what the load earned; a driver working a site all day may be paid by the hour; and some contracts pay by the ton hauled.
Toro’s site lists driver pay per mile, hourly, percentage-based or a unique mix, with itemized settlements. Fleetive supports per mile, percentage of gross, flat per load and salary. So the honest split is: if any of your drivers are paid by the hour, Toro handles it and Fleetive does not; flat-per-load and percentage drivers work in either.
Neither site lists a per-ton rate. If you pay by the ton, ask Toro how its “unique mix” would express it before you buy, and know that in Fleetive you would have to convert it to a flat amount per load yourself.
The other difference for a bulk operation is paperwork. A hauler with a handful of trucks and drivers who turn over every season still owes FMCSA a complete qualification file on every one of them. Toro stores CDLs and medical cards with expiry reminders; Fleetive keeps the whole file — application, MVR, road test, annual review, Clearinghouse results — which is what an auditor actually asks to see.

Toro TMS alternative questions
How much does Toro TMS cost?
Toro does not publish pricing; its pricing address redirects to the homepage and the site offers a demo. It does say month-to-month contracts are available and support is included in the subscription. Fleetive publishes $29 / $69 / $99 / $179 a month by fleet size.
Does Toro TMS handle DOT compliance?
Toro stores driver CDLs and medical cards and notifies you as they near expiry. Its site does not list a full driver qualification file, MVR or Clearinghouse tracking, or FMCSA safety-score monitoring. Those are Fleetive’s core.
Can I run Toro and Fleetive together?
Yes, if you want Toro’s dispatch and Fleetive’s compliance. If Toro already calculates your settlements, use Fleetive for driver files, expirations and FMCSA safety; if you want Fleetive’s settlements, the loads are entered in Fleetive too.
Does Fleetive pay drivers hourly?
No. Fleetive supports per-mile, percentage of gross, flat per load and salary pay. If you pay drivers by the hour, Toro supports it and Fleetive does not.
